That’s certainly one definition of racism, but not how it is used most often. It means, to most people, discrimination on the basis of race or making fun of people because of their race. It doesn’t matter which race.

(Again, using the colonialism argument, Hindus wouldn’t be able to be racist against Muslims in India, which is deeply problematic and untrue.)
